Project Profile – Environmental Consulting Services and Waste Handling/Remediation
REI completed environmental consulting services and waste handling services/remediation for a local Parish Sheriff’s Office at their small arms firing range. The firing range was used by the Sheriff’s Office for target practice beginning in the 1960’s. An earthen berm was used to stop projectiles fired at the targets.
REI completed a soil and groundwater investigation in order to determine existing site conditions and identify any areas affected by historical site activities. Contaminants of concern included lead and antimony from the spent ammunition and copper from the spent ammunition casings. The investigation identified several berm areas with elevated lead concentrations. Consequently, a program of segregating lead contaminated soil from unaffected soil was begun. The segregation program was implemented in several phases and confirmation samples were collected at the conclusion of each phase to evaluate residual lead concentrations. Lead contaminated soil was removed from the berm and stockpiled for disposal. Care was taken to cover and secure the stockpiles to prevent infiltration of precipitation. A total of 366 tons of soil were excavated from affected berm areas.
REI provided the construction management services and oversaw the loading, hauling, and disposal of the contaminated soil. Any elevated lead concentrations remaining in the soil as well as elevated lead concentrations in the groundwater were addressed through a RECAP Evaluation. The Louisiana Department of Environmental Quality granted a No Further Action At This Time determination for this site.
