Project Profile – Environmental Consulting Services and Waste Handling/Remediation
REI completed environmental consulting services and waste handling services/remediation for a local property development company at a former bulk fuel storage facility.
REI completed a soil and groundwater investigation at the site to further delineate the horizontal and vertical extent of petroleum compounds in soil and groundwater. Laboratory results indicated elevated concentrations of Total Petroleum Hydrocarbons (TPH), BTEX (benzene, toluene, ethylbenzene, and xylenes), arsenic, and lead. REI completed a RECAP Evaluation under Management Option – 2 (MO-2). This evaluation revealed concentrations of TPH-Oil, lead and arsenic in soil and metals in groundwater in excess of MO-2 RECAP Standards.
Remediation activities were initiated and included the excavation of approximately 2,700 tons of contaminated soil, confirmatory sampling, and backfilling with compaction of the excavation areas. In addition, limited groundwater remediation was completed by removing the groundwater as it accumulated in the excavations followed by a period of groundwater monitoring. During the remediation activities, underground piping filled with black sludge, several 55-gallon drums containing oil, and other miscellaneous refuse was found in the excavation areas. These items were removed and transported for disposal.
The remediation activities were interrupted by two tropical storm/hurricane events in the region. The storm activity caused an accumulation of stormwater into the excavations. In order to address the accumulated stormwater, REI applied for a General Water Discharge Permit under the LPDES program. Once the permit was issued, a total of 262,566 gallons of stormwater was discharged under the permit. All monitored parameters were below the discharge limits included in the permit.
All confirmation samples and groundwater monitoring results were below the MO-2 RECAP Standards. The Louisiana Department of Environmental Quality granted a No Further Action At This Time determination for this site.
